Genuine question: are NIPs still the primary means of stewarding the protocol, or is it de facto standards driven by this or that client?
Imo clients standards appear first by necessity, nips are formalized based on that. After discussion clients may then change their original implementation to fit the NIP. Any client can implement a new standard.
