It is a fucking nightmare. Indians love their bureaucracy down to the lowest cast.
I would imagine. Bureaucracy seems to be a big way that the current issues are sustained. The cloward piven strategy lays a lot of this out. Realistically their ability to move seamlessly through bureaucratic systems appears to be how they are migrating into western society and positions of power within the west.
