... any number of things. Including a street food vendor. I noticed a lot of cracking down on them around the uni campus where I lived in China. Beggers weren't very common though, at least not in the parts of China I spent time in (mainly the Pacific Coast between Shanghai and Hong Kong). I really only saw them during holiday seasons.
