Wasn't it some time earlier this year when a video dropped with a female Pentagon Colonel (or whatever rank) said something like "the natural resources of Venezuela are a matter of national security"... fast forward... didn't even have to declare war!!
She said something to the effect of "South America is the USA's backyard", as if they aren't sovereign countries.

Sounds about right. Kinda crazy that they don't even have to declare war these days. A simple "terrorist" shall suffice and comes with less restraints than a declaration of war.
