I've never used a surface pro, I don't know about touchscreens, but I know KDE plasma supports touchscreens pretty well and I know endeavorOS has KDE as one of the default options. KDE installs and runs as a Wayland compositor by default now too, I don't know about Wayland and touchscreen support. I'm sure a "KDE on surface pro" search will give you an idea of whether it's a pain in the ass to set up.

I think no matter what distro you install you're going to have similar challenges with touchscreens, and picking a wm/compositor that works with them is the main concern, not necessarily the distro. You should be fine.
