It's probably more of a 2 of 3 multi sig kind of thing. If the third signature is someone else involved in the project in a different level of the 'natural resocurce to consumer product' chain. For example: saw mills and lumber yards can have, the loggers or, a builder hold the third key. Some one qualified, with a vested interest in quality.
