Lightning allows for atomic swaps across channels. Send litecoin by sending bitcoin to a channel that will then route the litecoin to the recipient.

Could a layer 3 be like going to another blockchain that’s was also mined, but only mined within a community?

So, the 3rd layer would be like a chaumian mint but instead of custodying bitcoin or lightning bitcoin it would be another blockchain mined by CPUs.

Does this work? Is it a shitcoin? I don’t know how mints work, do they do this?
