It's nonsense. Have you seen the clip of the moment when this guy actually sees the shooter for the first time and realized what's going on? He wasn't "watching him for minutes", it was sudden and fast.

Even if we knew for a fact this was true, it wouldn't matter. Both sides are so untrustworthy that it's impossible to guess who's behind it. It's either a deep state plot to stop Trump or a cleverly staged strategy to improve Trump's support. Neither would supprise me at this point.

The most likely explanation, however, is the guy just didn't like Trump and the SS dropped the ball.
