NIP-05/NIP-35 defines a way to announce to other users/clients on which relay they may find and reach you.
It's not meant to be the place to set your relay-list to be used by your #nostr client, afaik.
So, it's just for bootstrapping?

No, other users. Ex: a client automatically looking up someone's nip-05 to find some of the relays that person may be on, connecting, and then getting that event from the relay it connected to.
