Did you miss the point? Proton (and others) are going to leave Switzerland if the change goes through.

Swiss law protection was one of their main selling points. Where are they going to find something similar? In the meantime their privacy approach would be compromised.
Iceland would be their best bet. Their privacy laws are the best (CTemplar, a defunct email service, was from there).
