Banking is a centralized and permissioned activity, governed by a nation’s central bank, with tight regulation. This almost always involves mandating that the banks collect identification on customers. However, many refugees from impoverished or war-torn regions don’t have IDs and don’t have a clear or convenient path toward getting one, depending on the jurisdiction they’ve fled to. The problem is further compounded if they don’t have enough money or income for a bank to care."
