Some men—in particular, romantically unsuccessful ones—resent the power that women have over them. When they see cleavage, their thought is, “Why doesn’t she just admit it? She’s trying to manipulate me! Well I’ll show her it won’t work!”
I wish cleavage was where they draw the line.
Some of them will take anything as an excuse. That's why trying to make it about shirt-collar height is actually moving the goalposts to "find the spot where my treating a woman badly is okay".
