@AndersonAfDMdEP is correct, the Pandemic Agreement/Accord/Treaty will definitely give "de facto" governing powers to the WHO in the event the Director General declares a Health Public Emergency of International Concern. He will be able to do that without involvement, consultation, or agreement with the Member States' governments or national parliaments (Article 18, amendment to IHR).

I would also caution everyone to look much deeper into the Amendments to International Health Regulations. Those change the relationship of the WHO with the Member States and give them even more powers, including censorship of its citizens which is in direct violation of our constitutional rights.
