It is illegal to reincarnate without government permission !

On August 3, 2007, China's State Administration for Religious Affairs issued a decree that all the reincarnations of tulkus of Tibetan Buddhism must get government approval, otherwise they are "illegal or invalid"

With such a statement, it's interesting to see how the word "illegal" looses it power... in fact, a reminder how what is legal and moral is not always the same thing, rarely in fact.

Indeed at some point humans will self govern through morale and ethics without need of a central authority
