I think the underlying reason is that you can't outsource it to China or somewhere else where labor and production is (was) cheaper.
That relocation is the reason why cost of living did increase with "sustainable and controlled" inflation most of the time since the 70s in most sectors but not where very scarce and non relocable commodities are involved, like house and schools.
Fake low inflation has been sustained by relocating roduction elsewhere. Now that's not possible anymore and there's no way to fake it.
