I did that already! But really want to build one from scratch.

Question on relaying.io can you upgrade to a larger relay as you go or no? After they expire can you reactivate?! What limitations does relaying.io have?

One method is connecting to nostr.wine a paid relay service who help combat spam.

But I am not aware of any educational resources.

There are relays with spam filters see nostr.watch

Or if you want ban the spammer accounts on your #nostr client on-by-one.
