What sort of hardware or data resources does this require?

4 CPU and 4GB ram will suffice. The one I'm putting up has 4 CPU, 16 BG ram with 20 TB data/month included @ €25. After that sats/min kicks in.

Yes. Got any other suggestions? I did some digging and Hetzner seems to be the best deal for your buck.

It is the best I know of.

Also are you using dedicated CPU? I assume so since you have 4c/16GB
