Can a nation state be sovereign if a foreign power has a military base on its territory?

Not truely sovereign no. If a state has to rely on another nation for its sovereignty it is not truely sovereign i.e. Syria and its reliance on Russia and Iran to stave off the US backed ISIS and Al-Nusra. If your army cannot defeat another army within your borders you’re to a certain extent a proxy force of that state.
