Yep, this is 100% where core is headed. Todd has already said he wants tail emissions.
The 21M is sacred. Impossible to build consensus around changing that. By then bitcoin will already be so deeply entrenched that the governments or institutions would have the incentive to subsidize block rewards. Anything but the fixed suppy IMO.
