1.3 Time travelers must minimize impact on the past environment, including avoiding modern material traces.

II. On Ethics and Morality

2.1 Time travelers must abide by the era's social, cultural, and moral norms, respecting the people and lifestyles.

2.2 If faced with injustice or suffering, time travelers should maintain an observer role, and use experiences to drive progress in the present instead of intervening. However, a review board may approve certain ethical interventions in extreme cases.

III. On the Safety of Time Travel

3.1 Time travelers must undergo comprehensive training in ethics, history, and survival skills to ensure compliance.

3.2 Time travelers must maintain contact with the present to immediately return if danger arises.

IV. On Commercialization

4.1 Limited tourism, resource harvesting, and collecting of artifacts may be permitted with approval, provided the methods are non-disruptive to the timeline.
