I like this plan, and we can utilize a lot of other technologies as well as/instead of satellite.

Reticulum networks can duct-tape together any combination of serial cables, twisted pair, LoRa, HF packet radio, TCP/IP and I2P. Good luck stopping all of those from crossing a border, especially LoRa!

Interesting paper.

Yup, Reticulum is literally designed for keeping services like Nostr going in scenario #4, but I can also see a strong use case for #3 Hack Attack - keeping limited connectivity to low-bandwidth services going during widespread outages.

And Scenario #1 Lockstep is what China has already (Gaza too). I can certainly see a need to be able to re-bridge isolated networks and get data in and out against the wishes of the State.
