Correct it’s 2.5%, it’s called Zakat. It’s not based on income, but instead on wealth stored unused for more than a year.

But it’s not to the government. It goes for a specific list: the poor and the needy, Zakat collectors, orphans, widows, those to be freed from slavery, the aged who cannot work to feed themselves, those in debt, in the cause of Allah and to benefit the stranded traveller.
