How do you submit people to be medically studied?

My dad died for 28min after a massive widow maker heart attack.

That’s was Dec, 2021. My dude came back from the dead and has been living for over a year. He’s completely looney from anoxic brain injury (and several other concussions/head injuries from the past) but completely self-sufficient. Takes out the trash and all.
