The Pentagon and State Department, after learning just what drones are capable of over the last two years in Ukraine, determine that the laws in the US are too lax.

They attempt to convince Congress to take action.

Congress doesn’t take action.

So the Pentagon sends out swarms of autonomous drones to fly over civilian areas, and denies all knowledge of them.

The people flip out, they demand answers and action, the Pentagon gets their laws.
