Censorship-resistance at the application layer is being solved with Bitcoin and Nostr.

At the Network and Transport layer, we have VPN's, proxies and TOR.

I have not yet discovered solutions for censorship-resistance at the network access layer yet. (This would be the layer where you deal with ISP's)
