Why do you assume that they didn't vibe-code their website? Nobody has enough software engineers, and that goes double for government.

At any rate, the problem isn't how software is built, but that nobody does acceptance testing, anymore.

Build and ship, and don't bother to even look at what is built. Blind rollouts, everywhere.
