Would anybody be willing convert a file to PDF with the following size constraints for me?

Size 4.9x5 (±5%)

File Type: PDF.

File size =< 45 MB.

I already have the PDF, just need it to be resized. I know this is probably a simple task, but I don't want to pay adobe 19.99 per month and don't trust the "free" programs because they require phone number, email, full name, etc. I'm sure its not difficult, but would prefer to get help.

The free and open source option is the command line program ps, which supports a language called Ghostscript. It’s probably a one-liner to do this, but I’m not experienced with it enough to tell you what it is off hand.

Maybe one of those modern GPT models can tell you the command to resize a PDF using ps.
