When Bitcoin offers miners only transaction fees, would biggest Bitcoin holders may have to provide a additional mining fee, so the security is guaranteed by the biggest wallets, since they have the biggest damage when the Bitcoin security is low.
Miners that can't keep the lights on. Will just have to deal with it.
