I think it's mainly because nostr doesn't have a suggestion list for new followers, because there's no algorithm that suggests new users by center of interest or other...
these follower groups can be useful, here on nostr it's better to follow a large number of people, then filter yourself who you prefer to unfollow or keep.

Nostr is still a small community when you looking at the daily/weekly active users. But every step, every new user or features make it grow.
