Depends, do you just mean physically weaker than what most people think a man should be or do you mean in attitude and behavior?
Talking more mental/behavioral than physical. Males lacking masculine traits. Also literal trannies.
I would say if they are behaviorally effeminate they are less useful to society than a physically weak man. If you look back on history most of the great inventors and thinkers weren't physically impressive.
I mean, if you're taking into account transfems here, there are physical differences between a cisgender man and a trans girl biologically...
Add value? In some individuals, yes, but as a whole? No.
I see many of the hardships coming from our older elite class. Who fight for lies. Lies of the Sexes. Lies of money. Lies of health. Lies of nutrition. All to empower themselves, at the expense of society. I think many of the effeminate man are a byproduct of this. No value added today but change for the better is possible. Some will grow out of it.
I think, while some of them may individually make contributions to society, none of them can survive without the contributions of strong men.
