No single system will account for all of the scaling we need to do. That's true of any engineered system. I believe we do have the pieces to help us scale for the next phase of growth. Federated multisig can allow communities or regions to set up a LN node with channels. Then ecash allows them to interact with the LN in a private way.

We can worry about the next phase of growth when we get there.
