TIL the Somali pirates started off, as a means to stop illegal fishing by foreign vessels in the absence of a functional gov't. Over time, some formed armed factions of modern pirates to defend their waters and as a response to economic hardships. This is not to defend their actions today as it is a multi billion investor funded industry that drives purely out of pressured theft - but you wonder, where was help when they needed it ?
