Given the fact that we have an effective monopoly of mobile and computer OS, I'm convinced that's were the spying is going to happen.
I fear a deep integration of gov surveillance APIs in phones OSes too. It could require any app with chat functionality to work with the surveillance API to be able to publish on the app store.
