Only tactic I can think of is to defund the welfare state. The welfare state and the American tax farm system make all this fuckery possible.
When we HODL we slowly starve the beast (we aren’t paying property taxes, we aren’t paying income taxes, we aren’t bag holders for sovereign debt).
