Why totalitary control?
I understand that this tool *could* be abused by sending alarmist information... but this seems to me an extreme position; let's see the positive side: it's just a push service, without any feedback/trace, to inform citizens of an incoming risk.
I think it's better that this channel is managed by an official institution rather than being forced by some big/social corp, as has happened in recent years.

Actually I mentioned the "alarmist information".
I think the state has his role, and keeping the citizens safe is one of the main goals. This is a service that is fired only for serious emergencies (earthquakes, floods, etc), I doubt it could have a frequency to really "control" someone mind.
The TV is a more serious problem, imho.
