I think it's gradual. At kindergarten, "friend" is the default. At school you get more selective. After university it gets hard to meet people and at some age, you decide to never pardon some friends or family and stupid stuff like that.
Yes, there are many hobbies during student life, and you can meet many people through different communities and hobbies. After entering the workplace, work and family will occupy most of your life. You have a strong purpose in doing everything. It is difficult to meet long-term friends with a strong purpose.
