GIFs were often used for bitmap images with a limited color palette prior to PNGs and I’m sure there are many people that still use them.

This image is fairly old (apparently from 2007) and created by some type of data visualization software.

That's definitely old. The map link requires Flash player. It's just an old website that's never been updated. Even for animations GIF is deprecated, any modern site will use MP4 or webp. Weird edge case.

Flash was so hot back in 2007!
