Jeje both can do it in some way, relays always would be able to configure the TTL, and doesn't need to be minutes, can be hours, days, etc. Then users can also participate in that TTL negotiation. I was imagining like an auction model or something where users by paying the relay can increment the TTL. So it's profitable for the relay. If relay offers for free 1 min TTL but users want to increment that for some reason they can pay the relay and increment the TTL.
