A repo + issues + PRs from a complex data structure the decentralizion of which hasn't really been solved yet.

Nostr's decentralization is easy because of a simple flat set of notes. Even then, a thread of notes already constitutes only a moderately more complex structure and you can immediately see it failing when some notes in the thread are missing.

IPFS is trying something there with the IPLD git adapter but the DHT is already weak so I'm not optimistic. Submitting issues/PRs via nostr suggest and existing or pending full git decentralization that we desperately need but doesn't exist and won't come anytime soon.

Sure, projects are centralized. There is no way around it. People can copy or fork the code as much as they want and work in several competing hierarchical structures like the Linux Kernel does, but in the end, each team it is working on a single/centralized version. Users choose which team they prefer to use.
