Here's the problem in a nutshell. Debbie was raised to believe that at 15 years old she was a child. Therefore unable to make her own choices about sex. Her body was adult and men noticed her, but society had left her totally unprepared for that totally normal situation.

If she had grown up in Europe she would have known she was a young woman at 15 and desirable as such and she would have been annoyed by the attention or maybe flattered by it, but she never would have thought it abnormal or sick. She certainly wouldn't have been "preyed upon"
