Short for Web of Trust. Its a term coined by PGP users to bind public keys to an owner. Instead of doing it with a central authority here on nostr it's decentralised.

Here on nostr I guess it's something like this:

A wot relay only shows notes of people the relay operator trusts (follows) and maybe the the people they follow. As most people won't follow spambots it's a great way to prevent spam.
