If they allowed true exploration any more, people would spend millions if not billions to explore the North Pole, Antarctica, Rain Forrest’s etc etc.

There is no exploration any more. Not in the real , traditional sense.

Risk of death would not hinder explorers either.

Instead you get James Cameron and a tv crew. Yay.
