Its a messed up pyramid scheme of a thing. The industry lobbyists buy influence in the richer "Democratic" countries by buying their politicians. the richer countries pay the most to UN but also the least per capita. so citizens of small countries get soaked.

the money goes to multilateral organisations (NGOs and Such) and the multilaterals use the money to pry open markets or access to resources / privatized national resources for the lobbyists clients.

the neat trick is that the ones that it benefits most only pay 20 - 25 % of the overall cost. now for the neat trick.

Some of the aid is equipment (military or otherwise) that was purchased from the lobbyists clients. Same is true for the services.
