Essentially, it is. But each phonon represents a different frequency.

When the structure vibrates, it does so at a seemingly chaotic series of frequencies at the same time. (Multiple, interacting phonons)

A note of difference between photons and phonons-

Phonons of different wavelengths interact and mix with each other, unlike photons that generally do not.
