Gonna try this thanks.

So I'm still going to try this app but it looks like it's really only for doing basic lightning payment type things. Im more or less looking to test Underlying networks like Tor / I2P.

Any specific test you are trying to do?

Yeah i wanna see if i can get LN to run over I2P

In theory it should be doable but I need to control network settings for each specific node. (Ie force ln to use a proxy) i found a tool called simnet that looks like it might do what I need..

Yea I think it would be possible. I think the best strategy would be to pick a lightning implementation and follow their readme to spin up local nodes and try to make your changes locally to change the way they talk to each other. I feel like this might be bolts 1/8? “This protocol assumes an underlying authenticated and ordered transport mechanism that takes care of framing individual messages. BOLT #8 specifies the canonical transport layer used in Lightning, though it can be replaced by any transport that fulfills the above guarantees.” https://github.com/lightning/bolts/blob/master/01-messaging.md

yeah that definitely seems like what I'm going to have to do.
