What is the difference between NIP-05 and NIP-07?

Totally different NIPs. NIP-05 defines a way to identify a pubkey using an internet identifier. NIP-07 defines some standard web browser functionality.

NIP-65 allows to report a user with kind1984:

I reckon some clients use these reports to hide/mute/block some pubkeys reported by some your follows.

I guess if you report someone, you most probably don't want to see their content anymore. Kind of make sense.
