#NostrFilterRelay modules update 📝

Two dependency modules have been updated with notable changes including:

- Basic cache support

- Enable CUDA/GPU acceleration support (improve inference/prediction time performance) with CPU fallback (auto)

- Security update and bug fixes

Relay operators who have self-hosted #NostrFilterRelay can deploy those API instance with the latest release. Alternative language detection module was also available.
