It doesn't actively do this. If you follow a spammer then a spammer can write to my relay. It's up to the community to not follow them. But I can always blackliat an npub.

Cool, that’s an interesting approach. I’d imagine it works best in a “lots of smaller decentralized relays” sort of setup, right?
