First time hearing about it. Do you have to call them every time you dig a hole?

Don’t have to but you want to. Essential for construction/fence/landscape/etc

Private companies might do it better if they just had to publish maps for customers. I imagine only now could that be cost effective.

Not really necessary of you're only digging a foot or so. But if you have to dig any deeper or in a big area, you definitely should. The price of hitting a gas line is very very high...

It's not free. Usually the gas and water bills include taxes that pays for it.

I'm on well, propane. I paid $50 to locate my gas line to a private company. I'd rather pay for this when or if needed, rather than pay a $.45 tax every month on each bill or built into the cost each and every month.
