A focus of resources towards pedophiles, instead of towards predators (of which ~10% are pedophiles), would be incredibly negligent and fail to protect most victims (which is what most governments do).

Allowing pedophiles to seek therapy without questions asked and consequences should be done, as that could reduce the amount of rapes by up to 10%, but other actions need to be taken to deal with 90% of the problem.
